I begin by drawing a few quick pencil sketches of my ideas based on your instructions. When I get to one that makes me smile, I develop the idea in more detail on watercolor paper with paint, usually completing the face first, followed by other elements (like tools) important to the story and then the background which could include a recognizable landmark if applicable. I use bright overstated colors to exaggerate the outrageous.
